Transition of the Development Services Department, Permits/Inspections Update
About Sam:
Sam Eskander has 19 years of civil engineering knowledge and experience working in the private and public sectors. He started his public service career with the Engineering Division of the City of Dallas in 2006. He was responsible for leading a team of licensed professional engineers and surveyors to ensure the safety, health, and welfare of the community through the partnership with the development community and city shareholders to interpret and apply federal, state, and city design standards to a development project’s successful completion. Prior to this role, Sam worked for a private civil engineering consulting firm assisting in the design of water and wastewater infrastructure plans for various private development projects in the DFW area and preparing design plans for various Public Works projects for the City of Fort Worth.
Sam is currently serving as the interim Deputy Director and Chief Building Official over the Permitting Division. Sam holds a bachelor’s degree in civil engineering from the University of Texas at Arlington, is a licensed professional engineer in the State of Texas, is a certified floodplain manager, and is a LEED accredited professional in building design and construction.
About Vernon:
Vernon U. Young is a 4th generation Texan. He has worked for the City of Dallas for 30 years. 20 years of service have been in a management capacity. His areas of expertise are in all matters relating to construction permitting and development in the City of Dallas.
He has held a series of roles with increasing responsibilities and complexity over the years displaying an ability to learn, grow, and adapt to evolving departmental and development needs, while continuing to build strong relationships internally and externally. He has held the positions of the Call Center Supervisor, Executive Assistant to the Development Services Director, Permit Manager, Strategic Business Manager and the Assistant Director.
He currently holds the position as Deputy Director over the Customer & Team Excellence Division within the Planning & Development Department. In his current role, he is responsible for providing creative solutions to unique or complex development related issues, reducing operational inefficiencies related to electronic plan submittals, budget and procurement, as well as consolidating development review functions with the overall goal being to create a better customer contact experience.
